危险品海运出口操作流程

　  一、订舱

　　需要提前10工作日将以下3份文件传真到相应公司

海运托书；

危险品包装使用鉴定结果单；

包装危险货物技术说明书；

 Material Safety Data Sheet（MSDS）

　　注1：托书上注明中英文品名、箱型、危险品级别（CLASS NO.）、联合国危险品编码( UN NO.)、货物包装、以及特殊要求，以方便申请舱位和危险品申报；

　　注2：如果涉及到转运，需要向船公司确认中转港是否有限制；

　　二、提供申报资料

　　提前7个工作日（非进口桶提前4个工作日）提供货物的申报相关资料正本：

 危险品包装使用鉴定结果单，注：不同品名应一一对应；

包装危险货物技术说明书；

　　注1：根据以上单据，并按照正确的数据、品名、箱型等到海事局进行货申报，然后再根据货申报单和装箱证明书等送船公司进行船申报。

　　注2：对于循环使用的装运桶，需在货申报前办理暂时进出口申请，需提供用途说明（为什么要用进口桶），提供货物的CLASS类别和UN编号，数量、毛重都要正确，要出货人公司敲公章向海事局申请。

　　三、提供报关资料

　　提前3天提供出口报关相关资料正本：

 核销单；

发票；

装箱单；

 报关委托单；

出口报关单；

货物的情况说明书（出货人需书面介绍此货的用途，以及具有的特性等）；

　　注1：根据以上单据，并根据货申报单、箱封号等进行报关。

　　注2：暂时进出口的办理，除以上单据外还需提供针对暂时进出口货物的情况说明，如有保证金收据也需提供。

　　四、装箱进港：

　　由于危险品是船边直装，所以一般是在船开前3天装箱。

　　装箱分两种方式：

货主自行送货至危险品仓库内装，货主需在船开前3天内把货物送到货代公司指定的危险品仓库；

到工厂装箱，货主需提前准备好货物，货物装箱后一定要在集装箱的四周贴上大危标，如果所装的货物一旦泻漏会对海洋造成污染的话，还需要贴上海洋污染标记，同时拍照取证；

　　注1：危险品的拖车或者内装都必须使用具有危险品运输资格的车队，费用按照等级来计算。

　　注2：货申报截止时间为开船前48小时，所以必须在此时间前提出箱子。

　　注3：截止货申报同时要提供箱封号的，所以必须在此时间前提出箱子。

　　五、提单确认件将在船开前二天提供给出货人确认。

Operational processes for export DG

一、Shipping order

Faxing the following three copy of documents to the appropriate company 10 working days in advance

1.Booking

2.DG Pcking Certificate

3.DG Pcking Technical Specifications

4. Material Safety Data Sheet（MSDS）

      二：Provide the claims data

Provide revelant imformation and original declarance 7 working days in advance (non-imported barrels of 4 working days in advance)

Note 1: Declarating to the Marine Bureau based on the above documents and with the correct data, cargo name, container, and then sending the report and packing list to shipping company.

Note 2: For the recycled shipping barrel, need a temporary import and export applications before declare, an illustration of use（why use imported barrels），a　provision of goods class and UN number, correct quantity, gross weight，and　official seal of shipper, to apply to the Maritime Bureau.

       三．Provide customs information

provide the original export declaration information 3 days in advance

    1. Verification Form;

    2. Invoices;

    3. Packing list;

   4. Declaration delegate list;

    5. Export declarations;

    6. synopsis (shipper should descript the use and features of goods);

Note 1: Declare with the above documents and cargo declaration 、 container number etc.

Note 2: For the application of temporary import and export, apart from the above documents, synopsis of temporary import and export is also needed, deposit is required if there has it,

四、Paking into the port

DG usually boat loaded directly, so it is generally packing 3 days before feeder leave.

Two ways of packing:

1. If the shipper delivery the goods directly, goods should arrive at the specified warehouse of forwarding agent 3 days before the feeder leaves.

2. Pcking in the factory, shipper should prepare goods in advance, after packing the goods, container must be affixed around the DG marks; if the goods has marine pollution, then ocean pollution marker should be pasted and take photos.

Note 1: For DG transport or pier building, the transport team should be qualified and the cost is calculated according to grade. 

     Note 2: The deadline for the sailing cargo declaration is 48 hours before the feeder starts, so container must be taken out before this time. 

     Note 3: At the same time of the deadline, container no, should be provided , so container must be taken out before this time.

五、B/L copy will be provided to the shipper to confirm two days    before the vessel set out.
